Office and flats plan for ‘eyesore’ land

EYESORE buildings along one of the main gateways into Heywood look set to be replaced with new offices and flats.

As the Advertiser went to press councillors were being recommended to approve permission for a development which, according to the officer's report, has the potential to "improve a key site and the approach to the East Lancs Railway station."

Plans are for offices and 24 flats on land bounded by Brierley Street, Rochdale Lane, Manchester Street and Smith Street and at this stage the applicant, Walters Ltd, is seeking approval for siting and access only.

The office element would be on two storeys and front onto Brierley Street, while the residential aspect will front Rochdale Lane and be spread over three floors.

Currently the site is described as a problem, being unsightly and under used, but the report makes it clear that a solely residential development would not be acceptable as it must also create employment opportunities.

In recent weeks the Advertiser has reported the complaints of local shop keepers who argue that the run-down look of parts of Manchester Street does little to encourage visitors on the East Lancs Railway to come to town.

Public response to the proposals reveals that neighbours would be pleased to see offices in place of current buildings, which are in a dreadful state, but a number of concerns have been raised.

These relate largely to issues of privacy, with fears that three-storey accommodation may look directly into properties on Smith Street, parking congestion and noise, pollution and disturbance during the construction phase.

However, planners maintain that there is scope to position clearly glazed windows away from existing properties, that the provision of 38 parking spaces is sufficient and that any disruption or access issues would be temporary.

The report goes on to say: "Regeneration of this area could enhance the image and economy of Heywood" and that it could "help to create an environment to which tourists would wish to return."
